Apologies were received from Jackson Carlaw, Margaret Curran, Bob Doris.

The meeting opened at 2.15 pm.

1. Declaration of interests: Rhoda Grant MSP was invited to declare any relevant interests. She indicated that she did not have any relevant interests to declare.

2. Decision on taking business in private: The Committee agreed to take item 7 in private.

3. Arbitration (Scotland) Bill: The Committee considered the delegated powers provisions in this Bill after Stage 2 and agreed the terms of its report.

4. Marine (Scotland) Bill: The Committee noted the Scottish Government's response to points raised on the delegated powers provisions in this Bill in its Stage 1 report and agreed to reconsider the delegated powers provisions in the Bill after Stage 2.

5. Instruments subject to annulment: The Committee agreed to draw the attention of the Parliament to the following—

the Regulation of Care (Fitness of Employees in Relation to Care Services) (Scotland) (No. 2) Amendment Regulations 2009 (SSI2009/349);

and that no points arose on the following—

the Regulation of Care (Social Service Workers) (Scotland) Amendment Order 2009 (SSI2009/350);

the Police (Scotland) Amendment Regulations 2009 (SSI2009/372);

the Campbeltown Legalised Police Cells (Declaration and Revocation) Rules 2009 (SSI2009/380);

the National Assistance (Assessment of Resources) Amendment (No. 2) (Scotland) Regulations 2009 (SSI2009/381).

6. Instruments not laid before the Parliament: The Committee agreed that no points arose on the following—

the Glasgow Commonwealth Games Act 2008 (Commencement No.2) Order 2009 (SSI2009/377).

7. Work programme: The Committee agreed its work programme until the Easter recess 2010; agreed to consider a draft report on the Interpretation and Legislative Reform (Scotland) Bill in private at meetings on 24 November and 1 December 2009; agreed, in relation to scrutiny of delegated powers provisions in Bills, in future, to consider draft reports in private, and to dis-continue the publication of draft questions and recommendations in advance of its weekly meeting.

The meeting closed at 2.31 pm.
