Affordable housing

The Committee agreed to do some work in the area of affordable housing, by looking at the work of the Housing Supply Task Force. The Committee took evidence at its meetings of 26 September and 14 November 2007.


Planning Application Processes (Menie Estate)

The Committee has completed its inquiry into Planning Application Processes (Menie Estate).

The Committee had agreed to take evidence on all aspects of the Scottish Government’s handling of the planning application for the Menie estate in Aberdeenshire and to examine the decision-making process of Ministers and officials, the legal advice relied upon and the transparency of their actions.

On 14 March 2008 the Committee published its report and received a response from the Scottish Government on 27 March 2008.

The Planning Application Processes (Menie Estate) report was debated in Parliament on 24 April 2008.


Glasgow Commonwealth Games Bill

The Local Government and Communities Committee was designated as the lead committee for the Glasgow Commonwealth Games Bill.

Disabled Persons' Parking Places (Scotland) Bill

The Local Government and Communities Committee was designated as the lead committee for the Disabled Persons' Parking Places (Scotland) Bill.

Scottish Government Budget 2009-10 Scrutiny

The Local Government and Communities Committee scrutinised the sections of the Scottish Government's Draft Budget 2009-10 relevant to the remit of the Committee.

 


National Planning Framework 2

The Local Government and Communities Committee has now completed its consideration of the Framework. 

The Committee agreed to monitor progress being made by the Scottish Government in implementing NPF2, and will seek to consider the Action Plan once it has been reviewed by the Scottish Government in June 2010.

Scottish Local Government (Elections) Bill

The Local Government and Communities Committee was designated as the lead committee for the Scottish Local Government (Elections) Bill.

Equal Pay in Local Government

The Committee has now completed its inquiry into Equal Pay in Local Government. 

The Committee agreed to take evidence in February 2010 from the Scottish Government and COSLA on progress being made in relation to settling local government equal pay claims.

Child Poverty in Scotland Inquiry

The Committee has now completed its inquiry into Child Poverty in Scotland.  

The Committee agreed to monitor progress being made by the Scottish Government on the commitments it made in response to the Committee’s report on child poverty, and its progress towards meeting child poverty targets.

Homelessness and housing supply

The Committee took evidence in June 2008 from representatives of the Homelessness Monitoring Group.

Following this, the Committee agreed to take further evidence on homelessness, and also on housing supply and investment.  The Committee held evidence sessions on these issues on 11 February and 4 March 2009.

The Committee subsequently agreed that it would look at support for housing and infrastructure issues as part of its examination of homelessness and housing supply issues and would deal with these issues as part of its scrutiny of the Draft Budget 2010-11.


Home Care Services for the Elderly

The Committee has completed its evidence sessions on Home Care Services for the Elderly. 

The Committee agreed to consider in January 2010, good practice guidance on the re-tendering of social care contracts that has been issued by the Scottish Government to local authorities, and to decide whether it wishes to take evidence.

Scottish Government Budget 2010-11 Scrutiny

The Local Government and Communities Committee focused its scrutiny on the sections of the Scottish Government's Draft Budget 2010-11 relevant to the remit of the Committee, and on housing and poverty in particular.

 


Work on Fuel Poverty

The Committee has now completed its evidence sessions on fuel poverty.  The Committee wrote to the Minister to set out its views on the issue.

Housing (Scotland) Bill

The Committee was designated as lead committee for this Bill.  The Bill passed Stage 3 on 3 November 2010.

SPSO draft Statement of Complaints Handling Principles

The SPSO draft Statement of Complaints Handling Principles was referred to the Parliament’s Local Government and Communities Committee.  This means that the Committee had to scrutinise the Statement and report to Parliament.   Further information can be found on the committees homepage for the SPSO draft Statement of Complaints Handling Principles.


Scrutiny of the Scottish Government Draft Budget 2011-12

The Non-Domestic Rates (Levying) (Scotland) (No. 3) Regulations 2010

Written submissions on the above SSI, which makes provision for a stepped poundage supplement to apply to the largest retail properties in Scotland from 1 April 2011, were received by the Committee.

The Committee took oral evidence on this SSI at its meeting on 19 January 2011.

The Committee took oral evidence from the Cabinet Secretary for Finance and Sustainable Growth at its meeting on 26 January 2011.  It then considered motion S3M-7629, lodged by Jeremy Purvis MSP, to annul the instrument.

The Committee received the following correspondence from the Cabinet Secretary for Finance and Sustainlable Growth.

The Committee published a report on the Non-Domestic Rates (Levying) (Scotland) (No. 3) Regulations 2010.

Voter Turnout Seminar
