For information - the Bill has now been passed by the Parliament.  This webpage describes the Local Government and Communities Committee's work on the Bill.

Introduction

The Local Electoral Administration (Scotland) Bill was introduced by the Scottish Government on 7 October 2010.  The Local Government and Communities Committee was designated as the lead committee for the Bill. 

Background

The Bill’s Policy Memorandum states that the principal policy objective of the Bill is to continue the process of improving electoral administration following the difficulties faced in the 2007 joint local government and Scottish Parliamentary elections.

The Bill seeks to do this by:

  • establishing the Electoral Management Board for Scotland on a statutory basis for its work in relation local government elections in Scotland. The Convener of the Board would be appointed by Scottish Ministers and the Bill will create a power of direction for the Convener over local returning officers and electoral registration officers;
  • amending legislation to extend the various functions of the Electoral Commission to cover local government elections in Scotland.

Written evidence

The Committee issued a call for written evidence on the general principles of the Bill. The Committee was interested to hear the views of organisations and individuals on the proposals contained in the Bill and their likely impact. 

The call for evidence is now closed.

Oral evidence

The Committee took oral evidence on 17 November from members of the Interim Electoral Management Board, Association of Electoral Administrators and the Electoral Commission.

The Committee took oral evidence from the Minister for Parliamentary Business at its meeting on 8 December 2010. 

Stage 1 Report

The Committee published its Stage 1 report on the Bill on 25 January 2011.

Stage 1 Debate

The Stage 1 debate took place on 2 February 2011.

Scottish Government Response

The Local Government and Communities Committee received the Scottish Governments response to its Stage 1 report on the Local Electoral Administration (Scotland) Bill on 23 February 2011.

Stage 2

The Committee considered the Bill at Stage 2 at its meeting on 2 March 2011. 

Stage 3

The Stage 3 debate was held on 16 March 2011.

The Bill passed Stage 3 on 16 March 2011.
