The meeting opened at 10.03 am.

1. International trade and the work of Scottish Development International: The Committee took evidence from—

Anne MacColl, Chief Executive, and Ed Payne, Senior Manager, Strategy, Scottish Development International.

2. Annual report: The Committee agreed its annual report for the parliamentary year from 9 May 2010 to 22 March 2011.

3. Legacy paper: The Committee agreed the contents of its legacy paper. The Committee also agreed to finalise the paper by correspondence.

4. Subordinate legislation: The Committee considered the following negative instruments—

The Electricity Act 1989 (Requirement of Consent for Hydro-electric Generating Stations) (Scotland) Revocation Order 2011 (SSI2011/115);

The Environmental Liability (Scotland) Amendment Regulations 2011 (SSI2011/116);

The Storage of Carbon Dioxide (Licensing etc.) (Scotland) Regulations 2011 (SSI2011/24).

The Committee agreed to make no recommendations in relation to the instruments.

5. Subordinate legislation: The Committee took evidence on the following affirmative instrument draft Energy Act 2008 (Storage of Carbon Dioxide) (Scotland) Regulations 2011 (SSI2011/draft) from—

Jim Mather, Minister for Enterprise, Energy and Tourism, Dr Ross Loveridge, Head of Carbon Capture Storage and European Union Energy Policy, and Lorna Orr, Policy, Adviser, Energy Markets Division, Scottish Government.

6. Subordinate legislation: Jim Mather MSP (Minister for Enterprise, Energy and Tourism) moved the following motion S3M-7800— That the Economy, Energy and Tourism Committee recommends that the Energy Act 2008 (Storage of Carbon Dioxide) (Scotland) Regulations 2011 be approved.

After debate, the motion was agreed to.

7. Subordinate legislation: The Committee took evidence on the draft Renewables Obligation (Scotland) Amendment Order 2011 (SSI2011/draft) from—

Jim Mather, Minister for Enterprise, Energy and Tourism, Neal Rafferty, Head of Offshore Renewables Policy, Sue Kearns, Head of Onshore Renewables Policy, and Nicola Shiels, Solicitor, Scottish Government.

8. Subordinate legislation: Jim Mather MSP (Minister for Enterprise, Energy and Tourism) moved the following affirmative instrument - S3M-7872— That the Economy, Energy and Tourism Committee recommends that the Renewables Obligation (Scotland) Amendment Order 2011 be approved.

After debate, the motion was agreed to.
