Report on Adults with Incapacity (Scotland) Bill

  1. The Committee considered the Adults with Incapacity (Scotland) Bill which was referred for its consideration under Rule 9.12 of the Parliament’s Standing Orders.

  2. The Committee had before it the Financial Memorandum accompanying the Bill on introduction (prepared in accordance with Rule 9.3) and the motion for a Financial Resolution lodged by the Minister for Finance on Thursday, 4th November (S1M-254).

  3. The Committee considers that the Bill contains provisions which introduce new expenditure payable out of the Scottish Consolidated Fund. The Committee is of the view, therefore, that the provisions of the legislation as introduced are sufficient to require the Parliament by resolution to agree to that expenditure.
