Economy, Energy and Tourism Committee

2nd Meeting, 2011

The Committee will meet at 9.30 am in Committee Room 5

1. A fundamental review of the purpose of an enterprise agency and the success of the recent reforms : The Committee will take evidence from—

Lena Wilson, Chief Executive, and Crawford Gillies, Chairman, Scottish Enterprise;

and then from—

Alex Paterson, Chief Executive, and William Roe, Chair, Highlands and Islands Enterprise.

2. Work programme: The Committee will discuss whether to ask the Scottish Government to review the progress of delivering the recommendations agreed to as part of the Committee’s inquiries during this parliamentary session.

Proposed future business

At its next meeting, on 26 January, the Committee will continue to take oral evidence on its review of the Enterprise Agencies and oral evidence on the UK Energy Bill LCM.

Health and Sport Committee

1st Meeting, 2011

The Committee will meet at 9.30 am in Committee Room 4

1. Certification of Death (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting, on 26 January, the Committee expects to consider subordinate legislation and petition PE953 on Obstructive Sleep Apnoea.

Rural Affairs and Environment Committee

2nd Meeting, 2011

The Committee will meet at 9.30 am in Committee Room 1

1. Wildlife and Natural Environment (Scotland) Bill: The Committee will consider the Bill at Stage 2 (Day 3).

2. Appointment of EU Reporter: The Committee will appoint a member to serve as EU Reporter during the pilot of an early warning system for consideration of EU legislative proposals.

3. Reservoirs (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting, on 2 February, the Committee expects to consider the subordinate legislation on one affirmative instrument and a Code of Practice on the Welfare of Gamebirds. The Committee also expects to take to take evidence on its inquiry into the the future of agricultural support in Scotland.

Education, Lifelong Learning and Culture Committee

The Committee will meet at 10.00 am in Committee Room 2

1. Public Records (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Tom Shaw, Historic Abuse Systematic Review;

Lorna Patterson, Project Manager, In Care Survivors Service Scotland;

and then from—

Fiona Hyslop MSP, Minister for Culture and External Affairs, Scottish Government;

George Mackenzie, Keeper of the Records of Scotland, and Bruno Longmore, Leader, Bill Team, National Archives of Scotland;

Lindsey Henderson, Principal Legal Officer, Solicitors Constitutional and Civil Law and Division, Scottish Government.

2. Decision on taking business in private: The Committee will decide whether its consideration of a draft report on Stage 1 of the Public Records (Scotland) Bill should be taken in private at future meetings.

Proposed future business

At its next meeting, on 26 January, the Committee expects to consider oral evidence from Graham Donaldson on the report and recommendations of the review of teacher education in Scotland.

The Committee will meet at 10.00 am in Committee Room 6

1. Subordinate legislation: The Committee will take evidence on the Non-Domestic Rates (Levying) (Scotland) (No.3) Regulations 2010 (SSI 2010/441) from—

Colin Borland, Public Affairs Manager Scotland, Federation of Small Businesses;

Fiona Moriarty, Director, Scottish Retail Consortium;

Tom Ironside, Director of Business and Regulation, British Retail Consortium.

2. Property Factors (Scotland) Bill: The Committee will consider the Bill at Stage 2 (Day 1).

At its next meeting, on 26 January, the Committee will continue to consider the Property Factors (Scotland) Bill at Stage 2, and consider subordinate legislation.

1. Scottish Variable Rate inquiry: The Committee will take evidence from—

Proposed future business

At its next meeting, on 25 January, the Committee will continue to take evidence on its inquiry into the Scottish Variable Rate.
