Meetings of Committees

Equal Opportunities Committee
1st Meeting, 2011

The Committee will meet at 10.00 am in Committee Room 6

1. Decision on taking business in private: The Committee will decide whether to take items 2 and 3 in private; and decide whether consideration of its draft report on the Forced Marriage etc. (Protection and Jursidiction) (Scotland) Bill, should be taken in private at future meetings.

2. Forced Marriage etc. (Protection and Jurisdiction) (Scotland) Bill: The Committee will consider a draft Stage 1 report.

3. Work programme: The Committee will consider its work programme.

Justice Committee
2nd Meeting, 2011

The Committee will meet at 10.00 am in Committee Room 4

1. Double Jeopardy (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Not before 10.30 am

2. Decisions on taking business in private: The Committee will decide whether to take items 5 and 6 in private and also whether to consider in private at future meetings the main themes arising from written and oral evidence received on the Long Leases (Scotland) Bill at Stage 1.

3. Long Leases (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Professor George Gretton, Commissioner, and John Dods, Project Manager, Scottish Law Commission;

and then from—

Andy Wightman, independent researcher.

4. Appointment of EU Reporter: The Committee will appoint a member to serve as EU Reporter during the pilot of an early warning system for consideration of EU legislative proposals.

5. Long Leases (Scotland) Bill: The Committee will consider the written evidence received so far and decide whether to invite additional witnesses to give evidence at its meeting on 1 February 2011.

6. Long Leases (Scotland) Bill: The Committee will consider the main themes arising from the oral evidence heard earlier in the meeting.

7. Double Jeopardy (Scotland) Bill (in private): The Committee will continue to consider a draft Stage 1 report.

European and External Relations Committee
1st Meeting, 2011

The Committee will meet at 10.30 am in Committee Room 2

1. Decision on taking business in private: The Committee will decide whether to take items 7, 8 and 9 in private.

2. European Union budget, Europe 2020 and cohesion policy: The Committee will take evidence from—

John Swinney MSP, Cabinet Secretary for Finance and Sustainable Growth, Ian Campbell, Deputy Head of Scottish Government EU Office in Brussels, and John Rigg, Head of European Structural Funds Division, Scottish Government.

3. Scottish Government’s China Plan: The Committee will take evidence from—

Fiona Hyslop MSP, Minister for Culture and External Affairs, and Heather Jones, Deputy Director International Division, Scottish Government.

4. Committee of the Regions event: The Committee will receive a verbal report from the Convener on the event which took place in the Scottish Parliament on 10-11 January.

5. British Irish Parliamentary Assembly (BIPA) business, 2009-10: The Committee will consider a report from Alasdair Morgan MSP, Deputy Presiding Officer, summarising the work of the British Irish Parliamentary Assembly (BIPA) during 2009-10.

6. Brussels Bulletin: The Committee will consider the Brussels Bulletin.

7. Legacy paper: The Committee will consider the preparation of a legacy paper.

8. European Union budget, Europe 2020 and cohesion policy: The Committee will consider the key points raised during the earlier evidence session.

9. Scottish Government’s China Plan: The Committee will consider the key points raised during the earlier evidence session.

Finance Committee
2nd Meeting, 2011

The Committee will meet at 2.00 pm in Committee Room 6

1. Scotland’s Spending Plans and Draft Budget 2011-12 (in private): The Committee will consider a draft report on the Scottish Government’s Spending Plans and Draft Budget 2011-12.

Scotland Bill Committee
2nd Meeting, 2011

The Committee will meet at 2.15 pm in Committee Room 1

1. Decision on taking business in private: The Committee will decide whether to take item 3 in private.

2. Scotland Bill (UK Parliament legislation): The Committee will take evidence, in a roundtable format, from—

Professor Francois Vaillancourt, Professeur titulaire, sciences economiques, Universite de Montreal;

Professor Gerald Holtham, Visiting Professor, Cardiff University;

Professor Dr. Paul Bernd Spahn, Goethe Universität;

Professor Anton Muscatelli, Principal, Glasgow University;

and then from—

Professor Sir Kenneth Calman, Former Chairman, and Iain McMillan CBE, Former member, Commission on Scottish Devolution.

Standards, Procedures and Public Appointments Committee
1st Meeting, 2011

The Committee will meet at 2.15 pm in Committee Room 3

1. Declaration of interests: Stewart Stevenson will be invited to declare any relevant interests.

2. Decision on taking business in private: The Committee will decide whether to take items 6, 7 and 8 in private.

3. Decision on taking business in private: The Committee will decide whether its consideration of its legacy paper and directions to the Scottish Parliamentary Standards Commissioner should be taken in private at future meetings.

4. Commissioner for Public Appointments: The Committee will consider letters from the Cabinet Secretary for Justice and the Permanent Secretary to the Scottish Government.

5. Cross-Party Groups: The Committee will consider an annual update on Cross-Party Groups.

6. Cross-Party Groups: The Committee will consider a note by the Clerk.

7. Accuracy of contributions in Parliamentary proceedings: The Committee will consider a note by the Clerk.

8. Commissioner for Public Appointments: The Committee will consider correspondence received in relation to the Code of Practice for Ministerial Appointments to Public Bodies in Scotland.

9. Financial Resolutions and Financial Memoranda (in private): The Committee will consider a draft report.

10. Scrutiny of SPCB supported bodies (in private): The Committee will consider a draft report.

1st Meeting, 2011

1. Decisions on taking business in private: The Committee will decide whether to take items 8 and 9 in private.

2. Draft instruments subject to approval: The Committee will consider the following—

the Prohibited Procedures on Protected Animals (Exemptions) (Scotland) Amendment Regulations 2011 (SSI 2011/draft).

3. Instruments subject to annulment: The Committee will consider the following—

the Eggs and Chicks (Scotland) Amendment Regulations 2010 (SSI 2010/450);

the Non-Domestic Rate (Scotland) (No.2) Order 2010 (SSI 2010/457);

the Civil Legal Aid (Scotland) Amendment Regulations 2010 (SSI 2010/461);

5. Guidance subject to approval: The Committee will consider the following—

the Code of Practice for the Welfare of Gamebirds Reared for Sporting Purposes December 2010 (SG 2010/275).

6. Energy Bill (UK Parliament legislation): The Committee will consider the powers to make subordinate legislation conferred on Scottish Ministers in the Energy Bill (UK Parliament legislation).

7. Double Jeopardy (Scotland) Bill: The Committee will consider the Cabinet Secretary’s response in relation to section 4(7) of the Bill.

8. Public Records (Scotland) Bill: The Committee will consider the contents of a draft report.

9. Historic Environment (Amendment) (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill after Stage 2 and the contents of a draft report.
