Education, Lifelong Learning and Culture Committee

The Committee will meet at 10.00 am in Committee Room 1

1. Report of the Teacher Employment Working Group: The Committee will take evidence from—

Fiona Hyslop MSP, Cabinet Secretary for Education and Lifelong Learning, and Michael Kellet, Deputy Director for Teachers Division, Scottish Government.

2. Education (Additional Support for Learning) (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Lorraine Dilworth, Advocacy Manager, ISEA (Scotland);

Iain Nisbet, Head of Education Law Unit, Govan Law Centre.

Proposed future business

At its next meeting on 14 January, it is expected that the Committee will continue to take evidence on the Education (Additional Support for Learning) (Scotland) Bill.

Local Government and Communities Committee

33rd Meeting, 2008

The Committee will meet at 10.00 am in Committee Room 6

1. Decision on taking business in private: The Committee will decide whether to take items 4 and 5 in private. The Committee will also decide whether to take all future consideration of the main themes arising from evidence sessions on the National Planning Framework 2 in private.

2. Disabled Persons’ Parking Places (Scotland) Bill: The Committee will consider the Bill at Stage 2.

3. National Planning Framework 2: The Committee will take evidence from—

Jim Mackinnon, Chief Planner, and Dr Graeme Purves, Assistant Chief Planner, Directorate for the Built Environment, Scottish Government.

4. National Planning Framework 2: The Committee will consider the evidence from planning officials.

5. Work programme: The Committee will review an update of its work programme.

Proposed future business

At its next meeting on 14 January, it is expected that the Committee will take oral evidence on the National Planning Framework 2 and consider items of subordinate legislation.

Public Audit Committee

The Committee will meet at 10.00 am in Committee Room 4

1. Decision on taking business in private: The Committee will decide whether to take items 4 and 5 in private.

2. Review of SPCB supported bodies: The Committee will consider correspondence from the Convener of the Review of SPCB Supported Bodies Committee.

3. Section 23 report: The Committee will receive a briefing from the Auditor General for Scotland on his report entitled "Improving energy efficiency".

4. Consideration of approach: The Committee will consider its approach to the Auditor General for Scotland’s report entitled "Improving energy efficiency".

5. Section 23 report: The Committee will consider a draft report on the Auditor General for Scotland’s report entitled "Police call management: an initial review".

Proposed future business

At its next meeting on 14 January, it is expected that the Committee will receive further briefings from the Auditor General for Scotland and consider a draft report on the Auditor General for Scotland’s report "A review of major capital projects".

Rural Affairs and Environment Committee

The Committee will meet at 10.00 am in Committee Room 2

1. Declaration of interests: Nanette Milne MSP will be invited to declare any relevant interests.

2. Decision on taking business in private: The Committee will decide whether to take item 7 in private.

3. Subordinate legislation: The Committee will consider the following negative instrument—

the Zoonoses and Animal By-Products (Fees) (Scotland) Amendment Regulations 2008 (SSI 2008/378).

4. Flood Risk Management (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

David Faichney, Flood Warning Unit Manager, and Chris Spray, Director of Environmental Science, SEPA;

and then from—

Michael Russell MSP, Minister for Environment, Judith Tracey, Flooding Policy Team Leader, and Dr Stuart Greig, Senior Flooding Policy Officer, Scottish Government.

5. Marine and Coastal Access Bill (UK Parliament legislation): The Committee will consider its approach to a potential legislative consent memorandum.

6. Flood Risk Management (Scotland) Bill (in private): The Committee will review the evidence heard earlier and consider the possible contents of a draft Stage 1 report.

7. Climate Change (Scotland) Bill: The Committee will consider its approach to the scrutiny of the Bill at Stage 1.

Proposed future business

At its next meeting on 7 January, the Committee will consider a draft Stage 1 report on the Flood Risk Management (Scotland) Bill.
