Meetings of Committees

Justice Committee
1st Meeting, 2008

The Committee will meet at 10.15 am in Committee Room 6

1. Criminal Justice and Immigration Bill (UK Parliament legislation): The Committee will consider the legislative consent memorandum lodged by Kenny MacAskill MSP, Cabinet Secretary for Justice (LCM(S3) 7.1).

2. Subordinate legislation: Shona Robison MSP (Minister for Public Health) to move S3M-1034—

Kenny MacAskill: The Draft Emergency Workers (Scotland) Act 2005 (Modification) Order 2008— That the Justice Committee recommends that the draft Emergency Workers (Scotland) Act 2005 (Modification) Order 2008 be approved.

3. Subordinate legislation: The Committee will consider the following negative instruments—

the Police (Promotion) (Scotland) Amendment Regulations 2007 (SSI 2007/528);

the Title Conditions (Scotland) Act 2003 (Conservation Bodies) Amendment Order 2007 (SSI 2007/533);

the Title Conditions (Scotland) Act 2003 (Rural Housing Bodies) Amendment (No. 2) Order 2007 (SSI 2007/535);

the Licensing (Vessels etc.) (Scotland) Regulations 2007 (SSI 2007/545);

Act of Sederunt (Fees of Sheriff Officers) 2007 (SSI 2007/550); and

4. Effective use of police resources inquiry (in private): The Committee will consider its draft report.

Equal Opportunities Committee
1st Meeting, 2008

The Committee will meet at 11.00 am in Committee Room 2

1. Decision to take business in private: The Committee will consider whether to take item 5 in private.

2. Decision on taking business in private: The Committee will consider whether to take items on approach papers on age, carers and female offenders in private at future meetings.

3. All Our Futures: Planning for a Scotland with an ageing population: The Committee will take evidence on the Scottish Government’s strategy, All Our Futures: Planning for a Scotland with an ageing population, from—

Shona Robison MSP, Minister for Public Health, John Storey, Head, Older People and Age Team and Peter Reid, Older People and Age Team, Scottish Government.

4. The Commissioner for Public Appointments in Scotland’s proposed equal opportunities strategy: The Committee will take evidence from—

Karen Carlton, Commissioner for Public Appointments in Scotland.

5. The Commissioner for Public Appointments in Scotland’s proposed equal opportunities strategy: The Committee will consider the evidence taken at item 4.

1. Scottish Government responses: The Committee will consider the Scottish Government’s responses in relation to the following—

the Management of Offenders etc. (Scotland) Act 2005 (Members’ Remuneration and Supplementary Provisions) Order 2008 (SSI 2007/draft);

the Housing (Scotland) Act 2006 (Prescribed Documents) Regulations 2008 (SSI 2007/draft);

the Inquiries (Scotland) Rules 2007 (SSI 2007/560);

the Foot-and-Mouth Disease (Export Restrictions) (Scotland) (No. 2) Regulations 2007 (SSI 2007/562);

the Public Contracts and Utilities Contracts (Scotland) Amendment Regulations 2007 (SSI 2007/565);

the Agriculture and Horticulture Development Board Order 2007 (SI 2007/draft); and

3. Instruments subject to annulment: The Committee will consider the following—

the Local Authorities’ Traffic Orders (Procedure) (Scotland) Amendment Regulations 2008 (SSI 2008/3);

the Individual Learning Account (Scotland) Amendment Regulations 2008 (SSI 2008/1);

the Public Service Vehicles (Traffic Regulation Conditions) Amendment (Scotland) Regulations 2008 (SSI 2008/2); and

the School Crossing Patrol Sign (Scotland) Regulations 2008 (SSI 2008/4).

4. Inquiry into the regulatory framework in Scotland: The Committee will take evidence on its inquiry from––

Al Gibson, Policy Adviser, Constitutional and Parliamentary Secretariat.

Finance Committee
2nd Meeting, 2008

The Committee will meet at 2.00 pm in Committee Room 5

1. Public Health etc. (Scotland) Bill: The Committee will consider further evidence received on the Financial Memorandum.

2. Glasgow Commonwealth Games Bill (in private): The Committee will consider a draft report on the Financial Memorandum of the Glasgow Commonwealth Games Bill.

3. Budget process 2008-09 (Stage 2) (in private): The Committee will consider a revised draft report on the Scottish Government’s Draft Budget 2008-09.

Public Petitions Committee
1st Meeting, 2008

The Committee will meet at 2.00 pm in Committee Room 2

1. Consideration of new petitions: The Committee will consider the following new petitions—

John Grant will make a brief statement to the Committee in support of his petition accompanied by Norman McCandlish.

Transport, Infrastructure and Climate Change Committee
1st Meeting, 2008

The Committee will meet at 2.00 pm in Committee Room 3

1. Decisions on taking business in private: The Committee will consider whether to take item 3 in private.

2. Replacement Forth Crossing: The Committee will take evidence on the replacement Forth crossing from—

Standards, Procedures and Public Appointments Committee
1st Meeting, 2008

The Committee will meet at 2.15 pm in Committee Room 4

1. Cross-Party Groups: The Committee will consider applications for recognition from four proposed Cross-Party Groups.

2. Report from the Commissioner for Public Appointments in Scotland: The Committee will consider written responses from the Minister for Environment and the Commissioner for Public Appointments in Scotland together with a note from the Clerk on report CPA/2007/02.

3. Review of Volume 2, Section 8 of the Code of Conduct: The Committee will consider written evidence received from MSPs.

4. Points of order: The Committee will consider a note from the Clerk.

5. Decision on taking business in private: The Committee will decide whether to consider item 7 on its work programme in private.

6. Elections to the Scottish Parliamentary Corporate Body (in private): The Committee will consider a draft report.
