S3W-7319 Jim Hume: To ask the Scottish Executive what financial support it will put in place to assist farmers to meet their obligations in respect of the increased closed period in the Nitrate Vulnerable Zones Action Programme.

S3W-7326 Andy Kerr: To ask the Scottish Executive what budget provision it made in (a) 2005-06, (b) 2006-07 and (c) 2007-08 to meet payments to local authorities for schools PPP projects; what the actual spending against budget was in 2005-06 and 2006-07; what the estimated amount is for 2007-08, and what provision is estimated to be needed between the budgets of the Executive or local authorities to meet the payments required for such projects approved by the last administration but having a funding consequence during the next three financial years, showing the (i) estimated spending required and (ii) extent to which such spending has been provided for in the revenue support agreed for local authorities in (A) 2008-09, (B) 2009-10 and (C) 2010-11.

S3W-7327 Andy Kerr: To ask the Scottish Executive how many visits the Minister for Europe, External Affairs and Culture has made to parliamentary constituencies since May 2007, broken down by consituency.

S3W-7328 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, what the estimated police pension costs are over the next three years.

S3W-7329 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, what percentage of the £54 million to support recruitment of additional police officers will be for police pensions and whether it is subject to efficiency savings.

S3W-7330 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, what percentage of the £54 million to support recruitment of additional police officers will be for police staffing costs and whether it is subject to efficiency savings.

S3W-7331 Andy Kerr: To ask the Scottish Executive whether the additional capital allocation shown on page five of its concordat with COSLA refers to capital in addition to the capital fund for local authorities or is included in the total for that fund.

S3W-7332 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, how long it will take to achieve the class-size target if the target is funded only through the grant and school rolls fall.

S3W-7346 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, what the previous finance allocation per year of each fund referred to in Annex B was since its inception.

S3W-7347 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA and with reference to the paragraph which states "some further funding that will also go to local government but which is additional to these totals", what this further funding is, how much it is and in what years it will be available.

S3W-7348 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, which the most likely candidates are to receive the further £0.2 billion of ring-fenced funds due to be rolled into the general revenue grant in future years, as set out on page three of the concordat.

S3W-7349 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, how the £0.5 billion set out on page three of the concordat relates to the £0.9 billion set out on page 73 of Scottish Budget: Spending Review 2007.

S3W-7350 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, whether there will be a reduction in central monitoring of the £2.2 billion of currently ring-fenced funds that are rolled into general grant to local authorities.

S3W-7351 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, whether the funding to be rolled into the local government finance settlement in 2008-09 from currently ring-fenced funds represents the total or a proportion of funds currently held centrally for allocation to local authorities and what the value is of any funds to be kept centrally in each case.

S3W-7352 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, whether any of the funds to be rolled into the local government finance settlement in 2008-09 contain any part which has been intended for any organisation not part of the relevant local authority itself and, if so, what arrangements have been put in place to ensure that this continues in future.

S3W-7353 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, whether ring-fenced funds which are not currently distributed to every local authority, which have been distributed as part of decisions on a past bidding process, or which fund pilots or national campaigns will now be pooled and distributed by formula to all local authorities.

S3W-7354 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, what distribution formulae will apply to each of the currently ring-fenced funds that are not currently distributed by formula to all local authorities.

S3W-7355 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, whether all distribution formulae currently used to distribute ring fenced funding will be subject to review over coming months and years under the established arrangements for deciding grant aided expenditure distribution.

S3W-7356 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, what increase is planned in local authority capital in (a) 2009-10 and (b) 2010-11.

S3W-7357 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, what the 2007-08 value is of each component of the funds that will be rolled together into general capital grant for 2008-09 and beyond and to which there will be an increase of 13%.

S3W-7358 Andy Kerr: To ask the Scottish Executive, under the terms of its concordat with COSLA, whether the capital fund to be created will need to accommodate any new expenditure on police or fire service communications systems in the three-year period or thereafter.

S3W-7367 Gavin Brown: To ask the Scottish Executive how many, and what percentage of, people were long-term unemployed in each local authority ward in the City of Edinburgh Council area on the most recent date for which figures are available.

S3W-7368 Gavin Brown: To ask the Scottish Executive how many people have been housed in temporary accommodation in each local authority area in the Lothians parliamentary region in each of the last 10 years.
