European and External Relations Committee

7th Meeting, 2007

The Committee will meet at 10.00 am in Committee Room 1

1. Inquiry into the transposition of EU directives: The Committee will take evidence, in a video conference, from—

Arlene McCarthy MEP, North West England;

and then, also in a video conference, from—

Jonathan Stoodley, Head, Application of Community Law Unit, Secretariat General, European Commission.

2. Scottish Government’s European Union priorities: The Committee will consider correspondence from the Scottish Government.

3. EU budget review: The Committee will consider a paper from the Clerk.

4. European Commission’s Legislative and Work Programme: The Committee will consider a paper from the Clerk.

Proposed future business

At its next meeting on 27 November, the Committee will take oral evidence on its inquiry into the transposition of EU directives and the European Commission’s Legislative and Work Programme.

Justice Committee

The Committee will meet at 10.15 am in Committee Room 1

1. Effective use of police resources inquiry: The Committee will take evidence from—

Robert Black, Auditor General for Scotland, John Baillie, Chairman of the Accounts Commission, Miranda Alcock, Portfolio Manager and Ronnie Nicol, Assistant Director, Public Reporting, Local Government, Audit Scotland;

and then from—

Kenny MacAskill MSP, Cabinet Secretary for Justice, Alastair Merrill, Deputy Director, Police Powers, Performance and Resources and Stephen Woodhouse, Head of Police Performance, Efficiency and Funding, Scottish Government.

2. Subordinate legislation: Kenny MacAskill MSP, Cabinet Secretary for Justice, to move S3M-682—

Kenny MacAskill: The Draft Licensing (Mandatory Conditions No. 2) (Scotland) Regulations 2007— That the Justice Committee recommends that the draft Licensing (Mandatory Conditions No. 2) (Scotland) Regulations 2007 be approved.

3. Subordinate legislation: The Committee will take evidence on the Premises Licences (Scotland) Regulations 2007 (SSI 2007/452) from—

Kenny MacAskill MSP, Cabinet Secretary for Justice and Gary Cox, Alcohol Licensing and Civic Government, Scottish Government.

4. Subordinate legislation: The Committee will consider the following negative instrument—

the Premises Licenses (Scotland) Regulations 2007 (SSI 2007/452).

5. Effective use of police resources (in private): The Committee will consider the main themes arising from the evidence session.

Proposed future business

At its next meeting on 20 November, it is expected that the Committee will begin taking evidence on the Scottish Government’s Draft Budget 2008-09. The Committee expects to continue to take evidence on the Scottish Government’s Draft Budget 2008-09 at subsequent meetings.

The Committee will meet at 2.00 pm in Committee Room 6

1. Budget process 2008-09 (Stage 2): The Committee will take evidence on the Scottish Parliamentary Corporate Body’s Budget from—

Tom McCabe MSP, Member of the Scottish Parliamentary Corporate Body, Paul Grice, Clerk and Chief Executive and Derek Croll, Head of Financial Resources, Scottish Parliament.

2. Subordinate legislation: The Committee will consider its approach to the draft Transport and Works (Scotland) Act 2007 (Applications and Objections Procedure) Rules 2007.

3. Session 2 Finance Committee inquiry into spending on deprivation: The Committee will consider correspondence received from the Scottish Government.

Proposed future business

At its next meeting on 20 November, it is expected that the Committee will consider the Autumn Budget Revision.

Transport, Infrastructure and Climate Change Committee

The Committee will meet at 2.00 pm in Committee Room 4

1. Decisions on taking business in private: The Committee will consider whether to take agenda item 2 and future items related to its draft report on the budget process in private.

2. Budget process: The Committee will consider its approach to the budget process 2008-09.

the Pesticides (Maximum Residue Levels in Crops, Food and Feeding Stuffs) (Scotland) Amendment (No. 3) Regulations 2007 (SSI 2007/481);

the Environmental Impact Assessment (Scotland) Amendment Regulations 2007 (SSI 2007/484); and

the Environmental Impact Assessment and Natural Habitats (Extraction of Minerals by Marine Dredging) (Scotland) Regulations 2007 (SSI 2007/485).

2. Instruments subject to approval: The Committee will consider the following––

the Transport and Works (Scotland) Act 2007 (Consents under Enactments) Regulations 2007 (SSI 2007/draft);

the Transport and Works (Scotland) Act 2007 (Applications and Objections Procedure) Rules 2007 (SSI 2007/draft); and

the Transport and Works (Scotland) Act 2007 (Inquiries and Hearings Procedure) Rules 2007 (SSI 2007/draft).

3. Instruments subject to annulment: The Committee will consider the following—

the Feed (Specified Undesirable Substances) (Scotland) Regulations 2007 (SSI 2007/492);

the Feed (Corn Gluten Feed and Brewers Grains) (Emergency Control) (Scotland) Revocation Regulations 2007 (SSI 2007/493);

the Import and Export Restrictions (Foot-and-Mouth Disease) (Scotland) (No. 6) Regulations 2007 (SSI 2007/494);

the Plant Health (Scotland) Amendment (No.2) Order 2007 (SSI 2007/498);

4. Instruments not laid before the Parliament: The Committee will consider the following—

Act of Adjournal (Criminal Procedure Rules Amendment No.5) (Miscellaneous) 2007 (SSI 2007/495); and

the Legal Profession and Legal Aid (Scotland) Act 2007 (Commencement No.4) Order 2007 (SSI 2007/497).

The order in which the instruments within agenda items above are taken will be determined by the Convener on Friday 9 November.

Proposed future business

At its next meeting on 20 November, it is expected that the Committee will consider Scottish Statutory Instruments and any other documents subject to Parliamentary procedure.
