Finance Committee
4th Meeting, 2007

The Committee will meet at 2.00 pm in Committee Room 1

1. Abolition of Bridge Tolls (Scotland) Bill: The Committee will take evidence on the Financial Memorandum of the Abolition of Bridge Tolls (Scotland) Bill from—

Alastair Andrew, General Manager and Bridgemaster and John Connarty, Treasurer, Forth Estuary Transport Authority;

David Dorward, Treasurer, Tay Road Bridge Joint Board;

and then from—

David Patel, Deputy Director, David Dow, Financial Advisor and Christopher Rogers, Head of Branch, Transport Directorate, Scottish Government.

2. Decision on taking business in private: The Committee will decide whether to consider a draft report on the Financial Memorandum of the Abolition of Bridge Tolls (Scotland) Bill in private at future meetings.

3. Inquiry into the methods of funding capital investment projects: The Committee will consider its approach to the inquiry.

4. Smith Institute Seminars: The Committee will consider an invitation from the Smith Institute, in association with the Institute of Fiscal Studies, to the Convener to attend a seminar on Fair Tax.

Subordinate Legislation Committee
6th Meeting, 2007

The Committee will meet at 2.15 pm in Committee Room 5

1. Declaration of interests: Richard Baker MSP will be invited to declare any relevant interests.

2. Scottish Government responses: The Committee will consider the Scottish Government’s response in relation to the following—

the Housing (Scotland) Act 2006 (Repayment Charge and Discharge) Order 2007 (SSI 2007/419);

the Zoonoses (Monitoring) (Scotland) Regulations 2007 (SSI 2007/420); and

the Civil Legal Aid (Scotland) Amendment (No.2) Regulations 2007 (SSI 2007/425).

3. Instruments subject to annulment: The Committee will consider the following—

the University of the West of Scotland Order of Council 2007 (SSI 2007/426);

the Surface Waters (Shellfish) (Classification) (Scotland) Amendment Regulations 2007 (SSI 2007/427);

the Import and Export Restrictions (Foot-and-Mouth Disease) (Scotland) (No.3) Regulations 2007 (SSI 2007/428); and

the Plastic Materials and Articles in Contact with Food (Lid Gaskets) (Scotland) Regulations 2007 (SSI 2007/433).

4. Instruments not laid before the Parliament: The Committee will consider the following—

the Foot-and-Mouth Disease (Scotland) Amendment Order 2007 (SSI 2007/429);

the Custodial Sentences and Weapons (Scotland) Act 2007 (Commencement No.1) Order 2007 (SSI 2007/431); and

the Police and Justice Act 2006 (Commencement) (Scotland) Order 2007 (SSI 2007/434).

Transport, Infrastructure and Climate Change Committee
5th Meeting, 2007

The Committee will meet at 2.45 pm in Committee Room 6

1. Declaration of interests: Charlie Gordon MSP will be invited to declare any relevant interests.

2. Decisions on taking business in private: The Committee will consider whether to take agenda item 5 and any future consideration of the draft Stage 1 Report on the Abolition of Bridge Tolls (Scotland) Bill in private.

3. Abolition of Bridge Tolls (Scotland) Bill: The Committee will take evidence on the Bill at Stage 1 from—

Marjory Roger, Director, Confederation of Passenger Transport UK, Gavin Scott, Head of Policy, Freight Transport Association, Phil Flanders, Scotland & Northern Ireland Director, Road Haulage Association and Alan Russell, Director of Scottish Chambers of Commerce and Chief Executive of Fife Chamber of Commerce;

and then from—

Professor Alan McKinnon, Director of Logistics Research Centre, School of Management and Languages, Heriot-Watt University, Dr Iain Docherty, Director of MBA Programmes/Senior Lecturer, University of Glasgow and Professor David Gray, Centre for Transport Policy, The Robert Gordon University.

4. Subordinate legislation: The Committee will consider the following negative instruments—

the Water Industry Commissioner for Scotland (Dissolution) Order 2007 (SSI 2007/399); and

the Scottish Road Works Commissioner (Imposition of Penalties) Regulations 2007 (SSI 2007/411).

5. Budget adviser: The Committee will consider possible candidates for budget adviser to assist in its consideration of the Scottish Budget.
