Finance Committee

1. Declaration of interests: Malcolm Chisholm MSP will be invited to declare any relevant interests.

2. Subordinate legislation: The Committee will consider the following affirmative instrument—

Budget (Scotland) Act 2006 Amendment Order 2007

and will take evidence from—

George Lyon MSP, Deputy Minister for Finance and Public Service Reform;

John Williams, Finance Expenditure Policy Division, Scottish Executive; and John Nicholson, Finance Expenditure Policy Division, Scottish Executive.

3. Subordinate legislation: George Lyon MSP, Deputy Minister for Finance and Public Service Reform to move motion S2M-5528 in the name of Tom McCabe MSP—

that the Finance Committee recommends that the Budget (Scotland) Act 2006 Amendment Order 2007 be approved.

4. Legacy paper (in private): The Committee will consider its draft legacy paper.

Proposed future business

At its next meeting on 6 March, it is expected that the Committee will take evidence from the Deputy Minister for Environment and Rural Development on Scottish Water’s Quality and Standards III investment programme. It is also expected that the Committee will consider its annual report and give further consideration to its legacy paper. 1. National Strategy and Action Plan on Race Equality: The Committee will consider correspondence from the Minister for Communities.

the Sex Discrimination (Public Authorities) (Statutory Duties) (Scotland) Order 2007, (SSI 2007/32).

3. Petition PE1017: The Committee will consider correspondence from the petitioner.

Proposed future business

At its next meeting on 6 March, it is expected that the Committee will consider a draft legacy paper and a report of the Convener’s visit to the launch conference in Berlin of the European Year of Equal Opportunities for All. Proposed future business

At its next meeting on 27 February, it is expected that the Committee will consider primary legislation, Scottish statutory instruments and any other documents subject to Parliamentary procedure.

The Committee will meet at 1.30 pm in Committee Room 3

1. Protection of Vulnerable Groups (Scotland) Bill: The Committee will consider the Protection of Vulnerable Groups (Scotland) Bill at Stage 2 (Day 2).

Proposed future business

At its next meeting on 27 February, it is expected that the Committee will consider the payment of witness expenses, petition PE825 on the provision of school lockers for secondary pupils and petitions PE853 and PE872 on school closures. The Committee will consider a draft legacy paper and a draft report on the teachers’ agreement, these two items may be taken in private.

the Regulation of Care (Scotland) Act 2001 (Minimum Frequency of Inspections) Order 2007, (SSI 2007/draft)

and will take evidence from—

Councillor Theresa Gunn, Chairperson, Adult Services Committee, and Kenneth Leinster, Senior Manager Older People’s Services, Social Works Services Fife Council;

and then from—

4. Subordinate Legislation: The Committee will take evidence on the following draft instrument—

the Mental Health (Safety and Security) (Scotland) Amendment Regulations 2007, (SSI 2007/draft),

Members will take evidence from Lewis Macdonald MSP, Deputy Minister for Health and Community Care.

5. Subordinate Legislation: Lewis Macdonald MSP, Deputy Minister for Health and Community Care, will move S2M-5560—

that the Health Committee recommends that the Mental Health (Safety and Security) (Scotland) Amendment Regulations 2007, (SSI 2007/draft), be approved.

6. Legacy Paper: The Committee will consider a Legacy Paper which will provide advice to its successor Committee, based on its experience of the second Parliamentary Session.

7. Committee Annual Report 2006-07: The Committee will consider its Annual Report.

At its next meeting on 6 March, the Committee will be taking evidence from the Scottish Executive on its review of Free Personal Care.

that the Enterprise and Culture Committee recommends that the draft Fundable Bodies (Scotland) Order 2007 be approved.

Proposed future business

At its next meeting on 13 March, the Committee will take evidence in a round-table discussion on sports issues and policies and consider research produced by the European Policies Research Centre on the impact of Structural Funds programmes in Scotland from 1994-2006.
