2. Pornography - witness expenses: The Committee will be invited to delegate to the Convener responsibility for arranging for the SPCB to pay, under Rule 12.4.3, any witness expenses which arise during the Committee’s consideration of the impact of pornography.

3. Prostitution (Public Places) (Scotland) Bill: The Committee will consider a paper on the Bill.

Finance Committee

The Committee will meet at 10.00 am in Committee Room 2

1. Decision on taking business in private: The Committee will consider whether to take its legacy paper in private at its next meeting and at any further meetings where the paper is considered.

2. 2007-08 Budget Process: The Committee will consider a response from the Scottish Executive to the Committee’s Stage 2 Report and seek further information from—

George Lyon MSP, Deputy Minister for Finance and Public Service Reform; and
John Williams, Head of Finance Co-ordination, Scottish Executive and John Nicholson, Finance Expenditure Policy Division, Scottish Executive.

3. Budget (Scotland) (No.4) Bill: The Committee will consider the Bill at Stage 2.

Public Petitions Committee
3rd Meeting, 2007

The Committee will meet at 10.00 am in Committee Room 4

1. Current Petitions: The Committee will further consider the following current petitions—

PE580 Preventative safety measures to combat the dangers of substance abuse. The Committee will consider the progress of this petition.

PE849 To establish a sports academy in the Scottish Borders. The Committee will consider a response from the Scottish Executive.

PE958 The provision of an audio recording of civil court proceedings to those parties with special needs such as dyslexia. The Committee will consider responses from Dyslexia Scotland, Scottish Court Service, Disability Rights Commission, and the Scottish Executive.

PE966 The investment in swimming pools in Scotland. The Committee will consider responses from Fife Council, sportscotland, Scottish Swimming, and the Scottish Executive.

PE867 To provide adequate safeguards against vulnerable adults being given surreptitious medication. The Committee will consider a response from the Scottish Executive.

PE913 To adopt a Play Strategy that recognises the right of all children in Scotland to a safe, accessible and challenging play environment. The Committee will consider a response from the Scottish Executive.

PE965 Sufficient funding and resources to combat Duchenne Muscular Dystrophy. The Committee will consider responses from the Scottish Muscle Network, NHS Quality Improvement Scotland, and a joint response from the Minister for Health and the Chief Scientist.

PE953 Sleep disorders. The Committee will consider responses from the Edinburgh Sleep Centre, National Services Division of NHS Scotland, Public Health Institute for Scotland, the Scottish Executive and the petitioner.

PE962 Listed Buildings. The Committee will consider a joint response from Historic Scotland and the Scottish Executive, and a response from COSLA.

PE964 Speed restrictions on Loch Lomond. The Committee will consider responses from the Loch Lomond and the Trossachs National Park Authority, Friends of Loch Lomond, Strathclyde Police, Central Scotland Police, Loch Lomond Association, Keep Windermere Alive Association, the Scottish Executive, and the petitioner.

PE978 Jet skis. The Committee will consider responses from the Royal Yackting Association, City of Edinburgh Council, Forth Ports PLC, Lothian and Borders Police, the Scottish Executive and the petitioner.

PE968 Beat Police numbers. The Committee will consider responses from the Association of Chief Police Officers in Scotland, Strathclyde Police, Scottish Police Federation, Victim Support Scotland, East Dunbartonshire Council, the Scottish Executive and the petitioner.

PE971 Housing Act. The Committee will consider responses from Communities Scotland, Tenant Participation Advisory Service, East Renfrewshire Council, East Renfrewshire Tenants and Residents Association, the Scottish Executive and the petitioner.

1. Delegated powers scrutiny: The Committee will consider the delegated powers provisions in the following bill—

3. Delegated powers scrutiny: The Committee will consider a response from the Executive to points raised on the following bill—

and may take oral evidence from—

4. Executive responses: The Committee will consider Executive responses in relation to the following—

Licensing (Scotland) Act 2005: Draft Guidance for Licensing Boards and Local Authorities, (SE/2007/9);
the Prohibition of Fishing with Multiple Trawls (No. 2) (Scotland) Amendment Order 2007, (SSI 2007/13);
the Civil Legal Aid (Scotland) (Fees) Amendment Regulations 2007, (SSI 2007/14); and
the Tweed Regulation Order 2007, (SSI 2007/19).

5. Draft instruments subject to approval: The Committee will consider the following—

the Mental Health (Safety and Security) (Scotland) Amendment Regulations 2007, (SSI 2007/draft); and
the Transfer of Functions, Property, Rights and Liabilities from the Strathclyde Passenger Transport Executive to the Strathclyde Passenger Transport Authority Order 2007, (SSI 2007/draft).

the Adults with Incapacity (Ethics Committee) (Scotland) Amendment Regulations 2007, (SSI 2007/22);

1. Impact of the smoking ban on public health: The Committee will take evidence from—

Professor Jon Ayres, Head of Department of Environmental & Occupational Medicine, University of Aberdeen;
