Justice 1 Committee

5th Meeting, 2007

The Committee will meet at 9.45 am in Committee Room 6

1. Subordinate Legislation: Johann Lamont MSP (Deputy Minister for Justice) to move S2M-5417—

That the Justice 1 Committee recommends that the draft Rehabilitation of Offenders Act 1974 (Exclusions and Exceptions) (Scotland) Order 2007 be approved.

2. Subordinate Legislation: The Committee will consider the following negative instrument—

the Police (Injury Benefit) (Scotland) Regulations, (SSI 2006/610).

3. Scottish Criminal Record Office inquiry (in private): The Committee will consider a draft report.

Proposed future business

At its next meeting on 30 January, it is expected that the Committee will continue its consideration of its draft report on its inquiry into the Scottish Criminal Record Office.

Communities Committee

3rd Meeting, 2007

The Committee will meet at 10.00 am in Committee Room 5

1. Planning Advice Note on Community Engagement: The Committee will take evidence on the draft Planning Advice Note on Community Engagement: "Planning with People" from—

Des McNulty MSP, Deputy Minister for Communities.

2. Planning Advice Note on Community Engagement — witness expenses: The Committee will be invited to delegate to the Convener responsibility for arranging for the SPCB to pay, under Rule 12.4.3, any expenses of witnesses which arise during the Committee’s consideration of the Planning Advice Note on Community Engagement.

Proposed future business

At its next meeting on 7 February, it is expected that the Committee will consider subordinate legislation on Environmental Impact Assessment and whether to prepare a legacy paper for consideration by its successor Committee.

The Committee will meet at 10.00 am in Committee Room 1

1. Implementation of the Teachers’ Agreement: The Committee will take evidence in roundtable format from—

Greg Dempster, General Secretary, and Tom Burnett, President, Association of Headteachers and Deputes in Scotland;

George MacBride, Convener of Education Committee, and Ronnie Smith, General Secretary, Educational Institute of Scotland;

Charlie McAteer, President, and Lindsay Roy, Past President, Headteachers’ Association of Scotland;

Bill Cook, Scottish President, and Jane Peckham, Senior Organiser, National Association of Schoolmasters Union of Women Teachers;

Susan Leslie, Chairman of Scottish Executive Committee, and Jim O’Neill, Professional Officer for Scotland, Professional Association of Teachers; and

David Eaglesham, General Secretary, Scottish Secondary Teachers’ Association.

2. Implementation of the Teachers’ Agreement: The Committee will take evidence from—

Robert Black, Auditor General, and Antony Clark, Assistant Director, Public Reporting Group, Audit Scotland.

and then, not before 12.00, from—

Hugh Henry MSP, Minister for Education and Young People

Liz Lewis, Head of Schools Group, and Dougie Atkinson, Policy Manager, Teachers’ Agreement Communications Team.

3. Protection of Vulnerable Groups (Scotland) Bill: The Committee will consider its approach to Stage 2 consideration.

Proposed future business

At its next meeting on 7 February, it is expected that the Committee will consider the Protection of Vulnerable Groups (Scotland) Bill at Stage 2.

Environment and Rural Development Committee

3rd Meeting, 2007

The Committee will meet at 10.00 am in Committee Room 2

1. Declaration of interests: Peter Peacock MSP will be invited to declare any relevant interests.

2. Aquaculture and Fisheries (Scotland) Bill: The Committee will consider the Bill at Stage 2 (Day 1).

3. Subordinate legislation: The Committee will consider the following negative instruments—

the Prohibition of Fishing with Multiple Trawls (No. 2) (Scotland) Amendment Order 2006 (SSI 2006/602); and

the Welfare of Animals (Transport) (Scotland) Regulations 2006, (SSI 2006/606).

4. Marine environment inquiry: The Committee will take evidence from—

Captain Jim Simpson, Chair, Scottish Coastal Forum;

Dr Christopher Cutts, Project Officer, Scottish Sustainable Marine Environment Initiative (SSMEI) Berwickshire;

Dr Lorraine Gray, Project Officer, Scottish Sustainable Marine Environment Initiative (SSMEI) Shetland project;

Isabel Glasgow, Chair of Steering Group, Scottish Sustainable Marine Environment Initiative (SSMEI) Clyde Pilot;

and then from—

Ross Finnie MSP, Minister for Environment and Rural Development, David Wilson, Head of Marine Group, Fiona Harrison, Head of Marine Management Division, David Palmer, Head of Marine Strategy, and David Mallon, Head of Marine Biodiversity Policy and Sustainable Management, Scottish Executive;

and will decide whether to consider a draft report for the inquiry in private at future meetings until the report is agreed.

Proposed future business

At its next meeting on 31 January, the Committee will continue its Stage 2 consideration of the Aquaculture and Fisheries (Scotland) Bill and will begin its Stage 1 consideration of the Cairngorms National Park Boundary Bill by taking oral evidence from John Swinney, MSP.
