S2W-3307 Stewart Stevenson: To ask the Scottish Executive when the Minister for Education and Young People will reply to my letter of 22 August 2003 regarding fee waivers for training courses.

S2W-3308 Stewart Stevenson: To ask the Scottish Executive when the Solicitor General will reply to my letter of 9 September 2003 regarding my constituent Mrs A Buchan of Fraserburgh.

S2W-3309 Shona Robison: To ask the Scottish Executive how many school-age children have been registered as having autism, either as their main or as a subsidiary difficulty in learning and what the total school-age population has been in each local authority area has been each year since December 2000.

S2W-3310 Alex Neil: To ask the Scottish Executive, further to the answer to question S2W-2773 by Mr Jim Wallace on 2 October 2003, whether it will provide information on performance in each of the last two years against each of the indicators on improving Scotland's skills base detailed in the answer.

S2W-3311 Alex Neil: To ask the Scottish Executive, further to the answer to question S2W-2772 by Mr Jack McConnell on 2 October 2003, when the targets on promoting Scotland as a good place to live will be announced; who it has consulted in the process of considering the targets, and what the strategic objectives of the Fresh Talent Initiative are.

S2W-3312 Mr Kenny MacAskill: To ask the Scottish Executive what involvement (a) it, (b) the Strategic Rail Authority, (c) Network Rail, (d) Transport Initiatives Edinburgh, (e) the City of Edinburgh Council and (f) Transport Scotland will have in the construction of a rail route to Edinburgh Airport.

S2W-3313 Mr Kenny MacAskill: To ask the Scottish Executive what its strategy is on facilitating the hire of buses by schools for educational, social or recreational purposes.

S2W-3314 Mr Kenny MacAskill: To ask the Scottish Executive what information it has on any increase in costs affecting the hire of buses by schools for educational purposes.

S2W-3315 Mr Kenny MacAskill: To ask the Scottish Executive how many (a) primary and (b) secondary school children travelled to school by (i) dedicated school bus and (ii) public transport in each year since 1997.

S2W-3316 Mr Kenny MacAskill: To ask the Scottish Executive how many bus journeys have been undertaken by schools for educational, social and recreational purposes in each year since 1997.

S2W-3317 Mr Kenny MacAskill: To ask the Scottish Executive how many civil service jobs have been, or are due to be, relocated from Edinburgh.

S2W-3318 Mr Kenny MacAskill: To ask the Scottish Executive how many, and what percentage of, civil service jobs there are in (a) Edinburgh, (b) Glasgow, (c) Aberdeen, (d) Dundee and (e) Inverness.

S2W-3319 Mr Kenny MacAskill: To ask the Scottish Executive how much expenditure has been incurred on fuel duty rebate and bus service operators grant in each year since 1997.

S2W-3320 Des McNulty: To ask the Scottish Executive how many Scottish Water staff have transferred, or will transfer, to Scottish Water Solutions Ltd and what their salary levels were, or will be, before and after transfer.

S2W-3321 Des McNulty: To ask the Scottish Executive whether Scottish Water has complied with the requirements of European Council directives 71/304/EEC, 77/62/EEC, 92/50/EEC and 93/38/EEC (the Works, Supplies, Services and Utilities directives respectively) in relation to open advertising, conduct of prescribed tendering procedures and reporting of contract awards.

S2W-3324 Des McNulty: To ask the Scottish Executive what consultation was undertaken with staff and trade unions concerning the establishment of Scottish Water Solutions Ltd.

S2W-3325 Murray Tosh: To ask the Scottish Executive, further to its news release on affordable housing in rural Scotland on 7 October 2003, whether the additional funding for Communities Scotland's development programme for housing in rural areas has been allocated only for housing in the Highlands and Islands local authority areas; whether it will identify other local authority areas where approved developers will be permitted to bid for these additional resources, and whether these resources will be ring-fenced for allocation solely to areas within local authorities defined as rural.

S2W-3326 Murray Tosh: To ask the Scottish Executive, further to its news release on affordable housing in rural Scotland on 7 October 2003, whether it will identify all areas designated as "pressured areas" under the powers given to local authorities to restrict right to buy sales of housing stock.

S2W-3327 Alasdair Morgan: To ask the Scottish Executive how much it has awarded in grant aid to the National Library of Scotland for the purchase of books in each year since 1994.

S2W-3328 Alasdair Morgan: To ask the Scottish Executive what plans it has to upgrade the A95 south of Boat of Garten.

S2W-3329 Richard Lochhead: To ask the Scottish Executive what percentage of NHS funding allocated using the Arbuthnott formula was allocated to each NHS board area for the current year and will be allocated for the next three years, expressed also on a per capita basis, and whether these percentages are likely to change as a result of any review of the Arbuthnott formula and, if so, in what way.

S2W-3330 Stewart Stevenson: To ask the Scottish Executive what action it will take to ensure that patients with macular degeneration eye conditions have the same access to the newer "dynamic" treatments for this condition, regardless of which part of Scotland they live in.

S2W-3331 Stewart Stevenson: To ask the Scottish Executive why my constituent Mr R Ritchie, Peterhead, has been asked to pay over 1,000 before the NHS in his area will give him dynamic therapy for his occult form of macular degeneration and whether this charge is consistent with the aim of ensuring that patients throughout Scotland enjoy equal access to the same free treatments.

S2W-3332 Des McNulty: To ask the Scottish Executive, further to the answer to question S2W-1150 by Ross Finnie on 14 August 2003, what targets Scottish Water has set in respect of its water leakage policy.

S2W-3333 Des McNulty: To ask the Scottish Executive, further to the answer to question S2W-1150 by Ross Finnie on 14 August 2003, what reduction in water leakage has been achieved by Scottish Water in Glasgow.

S2W-3334 Mr Brian Monteith: To ask the Scottish Executive, further to the answer to question S2W-2237 by Malcolm Chisholm on 24 September 2003, on what total number of employees in each NHS board the National Insurance contribution figures are based.

S2W-3335 Christine Grahame: To ask the Scottish Executive what the average waiting times have been from GP referral to first appointment with a consultant psychiatrist for each NHS board area in each year since 1999.

S2W-3336 Christine Grahame: To ask the Scottish Executive, further to the answer to question S1W-31193 by Mrs Mary Mulligan on 13 November 2002, how many unfilled vacancies currently exist in the NHS for consultant psychiatrists in all disciplines.

S2W-3337 Christine Grahame: To ask the Scottish Executive, further to the answer to question S1W-23840 by Malcolm Chisholm on 3 April 2002, how many training places there are for clinical psychologists.

S2W-3338 Christine Grahame: To ask the Scottish Executive what target it has set for the average waiting time from referral by a GP to an initial appointment for a hearing test.

S2W-3339 Christine Grahame: To ask the Scottish Executive what target it has set for the average waiting time from an initial hearing test to a first appointment with a consultant.

S2W-3340 Rhona Brankin: To ask the Scottish Executive what its policy is on the provision of housing for people with disabilities in rural areas.

S2W-3341 Rhona Brankin: To ask the Scottish Executive what the role of local authority social work departments is in monitoring the provision of services for people with learning disabilities in the community.

S2W-3342 Alex Neil: To ask the Scottish Executive, further to the answer to question S2O-474 by Mr Tom McCabe on 25 September 2003, what the status of the draft guidance is; what timescale is indicated by "shortly"; whether the comments received will be published and, if so, when, and what the definitions are of "informed" and "included" as used in the answer.

S2W-3343 Mr Adam Ingram: To ask the Scottish Executive whether its Environment and Rural Affairs Department's research organisation assessment exercise has been completed and when reports of its findings and conclusions will be published.

S2W-3344 Mr Adam Ingram: To ask the Scottish Executive how many direct flights from Scotland to (a) European and (b) non-European destinations have been made in each of the last three years broken down by (i) route, (ii) airport and (iii) carrier.

S2W-3345 Mr Adam Ingram: To ask the Scottish Executive how many flight routes have been established with the assistance of route development funds since June 2003.

S2W-3346 Mr Adam Ingram: To ask the Scottish Executive what percentage of overseas air travellers have been routed through English airports in each of the last three years.

S2W-3347 Mr Adam Ingram: To ask the Scottish Executive what arrangements are in place to review and bring forward plans to upgrade Scotland's motorway and 'A' road networks.

S2W-3348 Alex Neil: To ask the Scottish Executive, further to the answer to question S2W-2763 by Mr Jim Wallace on 2 October 2003, how much GDP per person in employment in Scotland will have to grow to achieve the same level as the UK average in (a) 2001-02 and (b) 2002-03.

S2W-3349 Alex Neil: To ask the Scottish Executive, further to the answer to question S2W-2768 by Mr Jim Wallace on 2 October 2003, how much GDP will have to grow in Scotland to achieve the same level as the UK average per head in (a) 2001-02 and (b) 2002-03.

S2W-3350 Alex Neil: To ask the Scottish Executive, further to the answer to question S2W-2774 by Mr Jim Wallace on 30 September 2003, how it will measure the maximisation of long-term sustainable growth.

S2W-3351 Pauline McNeill: To ask the Scottish Executive how long the pilot scheme for domestic abuse courts will run in Glasgow before being rolled out across Scotland.

S2W-3352 Pauline McNeill: To ask the Scottish Executive what additional resources it has allocated to support the pilot scheme for domestic abuse courts in Glasgow.

S2W-3353 Pauline McNeill: To ask the Scottish Executive what response it has given to the recommendation for women who have been victims of domestic violence to be housed in purpose-built refuges containing single occupancy flats, communal areas and a children's room contained in the University of Glasgow's Department of Urban Studies report Refuges for Women, Children and Young People.

S2W-3354 Pauline McNeill: To ask the Scottish Executive whether it will cost the implementation of recommendations contained in the University of Glasgow's Department of Urban Studies report Refuges for Women, Children and Young People.

S2W-3355 Maureen Macmillan: To ask the Scottish Executive whether Highlands and Islands Enterprise has conducted an assessment of the impact on small business advisory firms of its proposal for supply partner arrangements for business advice services and whether it will publish any such assessment.

S2W-3356 Maureen Macmillan: To ask the Scottish Executive what arrangements Highlands and Islands Enterprise is putting in place for supply partners for business advice services and whether these arrangements are anti-competitive.

S2W-3357 Maureen Macmillan: To ask the Scottish Executive what evidence Highlands and Islands Enterprise has of support amongst small businesses for its supply partner proposal.

S2W-3358 Maureen Macmillan: To ask the Scottish Executive whether the board of Highlands and Islands Enterprise approved the proposed arrangements for supply partners to deliver business advice services.

S2W-3359 Maureen Macmillan: To ask the Scottish Executive whether supply partners purchasing services from self-employed advisers will be required to follow public sector procurement rules.

S2W-3360 Maureen Macmillan: To ask the Scottish Executive whether Highlands and Islands Enterprise consulted with any self-employed advisers or advisory representatives prior to announcing the launch of its supply partner scheme and advertising for suppliers.

S2W-3361 Maureen Macmillan: To ask the Scottish Executive what role local enterprise companies and Highlands and Islands Enterprise will play in economic development in the highlands and islands once it has completed its arrangements for supply partners to secure business advice services.

S2W-3362 Maureen Macmillan: To ask the Scottish Executive whether the supply partner arrangements established by Highlands and Islands Enterprise will be the only route through which a business will be able to source advice in the highlands and islands and whether independent business advisers will be required to refer their clients to supply partners in order to access public sector support.

S2W-3363 Maureen Macmillan: To ask the Scottish Executive whether Highlands and Islands Enterprise examined the implications for self-employed advisers under the Inland Revenue IR35 assessment rules as part of any assessment of the impact of arrangements for the development of supply partners for business advice services and what the results were of any such assessment.

S2W-3364 Maureen Macmillan: To ask the Scottish Executive whether Highlands and Islands Enterprise has ensured uniform quality standards for the provision of business advice services throughout its 10 local enterprise company areas and whether it has quality-assured other aspects of its operations.

S2W-3365 Maureen Macmillan: To ask the Scottish Executive whether it has received any representations from individuals and businesses in Orkney regarding supply partner arrangements being established by Highlands and Islands Enterprise for business advice services and whether it has had discussions with Orkney Enterprise on the proposals.

S2W-3367 Pauline McNeill: To ask the Scottish Executive what actions will be taken to showcase Scottish musical talent at the MTV 10th anniversary awards to be held in Edinburgh on 6 November 2003.

S2W-3368 Mr Duncan McNeil: To ask the Scottish Executive what measures are in place to empower local authorities to take action against security lights on domestic properties that are causing a nuisance to neighbouring householders and, if no such measures are in place, whether any plans exist to introduce legislation in respect of such measures.

S2W-3369 Campbell Martin: To ask the Scottish Executive how many abatement notices have been used to tackle offensive odours emanating from sewage works since the creation of Scottish Water.

S2W-3370 Campbell Martin: To ask the Scottish Executive whether it has commissioned, or is aware of, any appraisal of medical cover in the Greenock and Inverclyde area that considered the closure of the Inverclyde Royal Hospital, and what its position would be on any such proposal.

S2W-3371 Campbell Martin: To ask the Scottish Executive whether there have been any decisions by education institutions to withdraw trainee maternity nurses from the Inverclyde Royal Hospital and what its position would be on any such decisions.

S2W-3372 Mr Bruce McFee: To ask the Scottish Executive when it will provide a substantive answer to question S2W-1941, lodged on 8 August 2003.

S2W-3373 Mike Rumbles: To ask the Scottish Executive, further to the answer to question S2W-382 by Mr Tom McCabe on 9 June 2003, whether it can provide an estimate of how many residents of (a) voluntary and (b) private care homes have funded their care be means of selling their homes in each of the last three years and, if not, what steps it will take to gather this information in future, and how many residents of public sector care homes have funded their care by means of selling their home in each of the last three years.

S2W-3374 Alex Neil: To ask the Scottish Executive, further to the answer to question S2W-2790 by Mr Jim Wallace on 7 October 2003, whether it has made any response to HM Treasury's Barker review on housing supply identifying differences between the position in Scotland compared to the rest of the UK and what impact any such differences will have.

S2W-3375 Mr Adam Ingram: To ask the Scottish Executive how many flight routes have been established with the assistance of sponsorship or any fund other than route development funds in the last three years.
