1. Draft Education (Additional Support for Learning) (Scotland) Bill: In connection with its pre-legislative scrutiny of the Draft Education (Additional Support for Learning) (Scotland) Bill, the committee will take evidence from-

Professor Sheila Riddell, Chair of Social Policy (Disability Studies), Glasgow University

Professor Julie Allan, Professor of Education, Stirling University

Professor Gilbert MacKay, Professor of Special Education, Strathclyde University.

2. Scottish Executive review of children's therapist services: The Committee will note the Scottish Executive Review of Speech and Language Therapy, Physiotherapy and Occupational Therapy for Children and Speech and Language Therapy for Adults with Learning Disabilities and Autistic Spectrum Disorder.

3. Budget process 2004-05: The Committee will consider its approach to the Scottish Executive budget 2004-05.

Environment and Rural Development Committee

1. Subordinate legislation: Maureen Macmillan MSP to move motion S2M-3967-That the Environment and Rural Development Committee recommends that nothing further be done under the Prohibition of Fishing for Scallops (Scotland) Order 2003 (SSI 2003/371).

2. Subordinate legislation: Allan Wilson MSP (Deputy Minister for Environment and Rural Development) to move-

motion S2M-190 in the name of Ross Finnie MSP-That the Environment and Rural Development Committee, in consideration of the Draft Code of Recommendation for the Welfare of Livestock: Pigs (SE/2003/173), recommends that the code be approved;

motion S2M-232 in the name of Ross Finnie-That the Environment and Rural Development Committee recommends that the Draft Code of Recommendations for the Welfare of Livestock: Cattle (SE/2003/175) be approved; and

motion S2M-189 in the name of Ross Finnie-That the Environment and Rural Development Committee, in consideration of the draft Welfare of Farmed Animals (Scotland) Amendment Regulations 2003, recommends that the regulations be approved.

3. Subordinate legislation: The Committee will consider the following negative instruments-

The Products of Animal Origin (Third Country Imports) (Scotland) Amendment (No. 3) Regulations 2003, (SSI 2003/333)

The Environmental Impact Assessment (Water Management) (Scotland) Regulations 2003, (SSI 2003/341).

4. Work programme: The Committee will consider its forward work programme.

5. Petitions: The Committee will consider the following petitions-

PE246 by Kildalton and Oa Community Council, Kilarrow and Kilmeny Community Council and the Kilchoman and Portnahaven Council, and Councillor J Findlay and Councillor R Currie on Special Areas of Conservation.

PE365 by Mr Iain MacSween on behalf of the Scottish Fishermen's Organisation Ltd on fixed fishing quota allocations and property rights.

PE449 by Mr Alex Hogg on behalf of the Scottish Gamekeepers Association on the impact of predatory birds on waders, songbirds, fish stocks and gamebirds.

PE462 by Mrs Margaret Currie, PE 463 by Councillor Donald Manford and PE464 by Robert Cunyngham Brown on Sites of Special Scientific Interest.

PE517 by Mr Rob Kirkwood on waste water treatment plants.

6. Budget process 2004-05 (in private): The Committee will consider its approach to the 2004-05 budget process, including-

whether to seek the appointment of an adviser

the remit and person specification for an adviser

possible candidates for the post.

the Home Energy Efficiency Scheme Amendment (Scotland) Regulations 2003 (SSI 2003/284)

the Improvement and Repairs Grant (Prescribed Valuation Band) (Scotland) Order 2003 (SSI 2003/314).

3. Work programme: The Committee will consider its work programme.

4. Anti-social behaviour: The Committee will consider a paper by the Clerk.

5. Debt arrangement scheme: The Committee will consider its approach to the Executive's consultation on draft subordinate legislation.
