Meetings of Committees

Finance Committee

1st Meeting, 2000

The Committee will meet at 9.45 am in Committee Room 2

1. Inquiry into the Finance Functions of the Scottish Executive: The Committee will consider the remit of their forthcoming inquiry.

2. Annual Budget Process: The Committee will consider a framework for the approach subject committees should take at Stage 1 of the annual budget process.

3. Written Agreement between the SPCB and the Finance Committee: The Committee will consider the draft written agreement between the SPCB and the Finance Committee, regarding the annual budget process.

4. Deputy Convener: The Committee will choose a Deputy Convener.

 

 

Equal Opportunities Committee

1st Meeting, 2000

The Committee will meet at 10.00 am in Committee Room 1

1. Deputy Convener: The committee will chose a Deputy Convener.

2. The Census (Scotland) Order 2000: The committee will take evidence from the Commission for Racial Equality.

3. Scottish Refugee Council: The committee will take evidence from the Scottish Refugee Council on issues of concern to that organisation.

4. Adults with Incapacity Bill: The committee will review its consideration of the Adults with Incapacity Bill.

5. Proposed Education Bill: The committee will consider the proposed education bill.

1. Choice of Deputy Convener: The Committee will choose a deputy convener.

2. The Scottish Daily Newspaper Society: The Committee will hear evidence from representative of the Society on the Parliament’s voting arrangements.

3. Letter from the Scottish Parliamentary Journalists' Association: draft reply.

4. Current Work Update: Parliamentary Questions, Subordinate Legislation and Finance matters.

5. Letters from the Presiding Officer and David McLetchie MSP: Rule 13.9, Presiding Officer elections, and Ministerial Committees.

6. Memorandum from Donald Gorrie MSP: "Relations between MSPs, the Executive and the Civil Service."

7. Proposed Change to Standing Orders : Rule 9.16.1 – definition of a Budget Bill.

 

 

Subordinate Legislation Committee

1. Choice of Deputy Convener: The Committee will choose a Deputy Convener.

2. Delegated Legislation: The Committee will consider when it will report on the proposed powers to make subordinate legislation in the Budget (Scotland) Bill.

Public Petitions Committee

1st Meeting, 2000

The Committee will meet at 2.00 pm in Committee Room 3

2. New Petitions: Consideration of new petitions.

3. Current Petitions: Consideration of progress of current petitions.

4. Draft paper on proposal for meeting outwith Edinburgh: The Committee will consider a draft paper on its proposal to hold a future Committee meeting outwith Edinburgh.

5. Draft paper on procedures for debate of petitions by Parliament: The Committee will consider a draft paper on establishing procedures to be followed should the Committee agree to request that the issues raised in a petition be debated at a meeting of the Parliament.

Rural Affairs Committee

The Committee will meet at 2.00 pm in Committee Room 2

1. Choice of Deputy Convener: The Committee will choose a Deputy Convener.

2. Planning of future business: The Committee will consider arrangements for briefings on future business.

3. Subordinate Legislation (Affirmative Procedure): The Committee will consider the Pesticides (Maximum Residue Levels in Crops, Food and Feedingstuffs) (Scotland) Regulations 2000, draft SSI and an explanatory memorandum thereon by the Scottish Executive Rural Affairs Department. Thereafter an Executive motion for approval.

4. Subordinate Legislation (Negative Procedure): The Committee will consider the Shetland Islands Regulated Fishery (Scotland) Order 1999, SSI 1999/194 and an explanatory memorandum thereon by the Scottish Executive Rural Affairs Department.

5. Subordinate Legislation (Negative Procedure): The Committee will consider the Sea Fishing (Enforcement of Community Control Measures) (Scotland) Order 2000 and an explanatory memorandum thereon by the Scottish Executive Rural Affairs Department.

6. Subordinate Legislation (Negative Procedure): The Committee will consider the Beef Bones (Scotland) Regulations 1999, SSI 1999/186 and an explanatory memorandum thereon by the Scottish Executive Rural Affairs Department.
