1. Inquiry into the Finance Functions of the Scottish Executive: The Committee will consider the remit of their forthcoming inquiry.

2. Annual Budget Process: The Committee will consider a framework for the approach subject committees should take at Stage 1 of the annual budget process.

3. Written Agreement between the SPCB and the Finance Committee: The Committee will consider the draft written agreement between the SPCB and the Finance Committee, regarding the annual budget process.

4. Deputy Convener: The Committee will choose a Deputy Convener.

5. Draft paper on procedures for debate of petitions by Parliament: The Committee will consider a draft paper on establishing procedures to be followed should the Committee agree to request that the issues raised in a petition be debated at a meeting of the Parliament.

2. Planning of future business: The Committee will consider arrangements for briefings on future business.

3. Subordinate Legislation (Affirmative Procedure): The Committee will consider the Pesticides (Maximum Residue Levels in Crops, Food and Feedingstuffs) (Scotland) Regulations 2000, draft SSI and an explanatory memorandum thereon by the Scottish Executive Rural Affairs Department. Thereafter an Executive motion for approval.

4. Subordinate Legislation (Negative Procedure): The Committee will consider the Shetland Islands Regulated Fishery (Scotland) Order 1999, SSI 1999/194 and an explanatory memorandum thereon by the Scottish Executive Rural Affairs Department.

5. Subordinate Legislation (Negative Procedure): The Committee will consider the Sea Fishing (Enforcement of Community Control Measures) (Scotland) Order 2000 and an explanatory memorandum thereon by the Scottish Executive Rural Affairs Department.

6. Subordinate Legislation (Negative Procedure): The Committee will consider the Beef Bones (Scotland) Regulations 1999, SSI 1999/186 and an explanatory memorandum thereon by the Scottish Executive Rural Affairs Department.

4. European Document 422: The committee will consider the European Commission recommendation on a classification system for solid radioactive waste.

5. Petitions: The committee will consider the following public petitions—

PE28 by the 999 Clear Roads Campaign calling for the introduction of a law requiring drivers to give way to the Emergency Services

PE33 by Stuart W Crawford calling for the clearance of litter and rubbish from roadsides and other public places

PE39 by Geroge B Anderson calling for the Scottish Parliament to debate Section 87 of the Environmental Protection Act 1990 with a view to making the serving of fixed penalty fins in relation to litter offenders mandatory

6. Invitation: The committee will consider the invitation from Freightliner Scotland.

Social Inclusion, Housing and Voluntary Sector Committee

The Committee will meet at 10.00 am in Committee Room 4

1. Abolition of Poindings and Warrant Sales Bill: The committee will discuss the general principles of the Abolition of Poindings and Warrant Sales Bill.

2. Refocus of the Drugs inquiry: The committee will further consider the inquiry into drugs and communities.

3. Social Inclusion Work Programme: The Committee will consider a report from Robert Brown MSP on proposed work in the area of social inclusion.

4. Petitions: The committee will consider the following public petitions—

PE38 by the Glen Oaks Tenant and Resident Association calling for the Scottish Parliament to request that Scottish Homes takes a number of steps in relation to the organisation and improvement of tenants’ and residents’ organisations

PE41 by the Glasgow Campaign against the Housing Stock Transfer calling for the Scottish Parliament to declare a moratorium on stock transfer in Glasgow until the Housing, Social Inclusion and Voluntary Sector Committee has examined all aspects of Public Sector Housing in Scotland.

5. Housing Stock Transfer (in private): The committee will consider the evidence already taken on Housing Stock Transfer and discuss areas of further investigation.
